During the financial crisis of 2020 America devolved into a third world country. It's economic collapse is still being felt in 2169 as the mass migration of "American refugees" have flooded the world. Many of them traveling across the ocean to Japan making their home in Saiba City.

Cities in 2169 like corporations have grown so massive they incorporate once large cities and the surrounding towns into a massive mega city. Saiba City (formerly Tokyo III) is one of these places.
